this is an odd looking car in Los Angeles, 1920's or 10s

I have been working on this one but no real success yet. The headlights could be 1914 Hupmobile from the distinctive mounting system. The hubs also look like Hupmobile. The pic is not clear enough to read the badge but Hup used a unique badge for 1915 only then went to the big H badge from 1916 on. maybe the car is some sort of California custom - the sort of thing Don Lee among others was doing - I don't know.

I had a look at the pic in the link but got no further. I see it is a piece of a bigger picture. The big wire wheel coupe in the link might be an early 1920s Cadillac. I note both it and the big sedan with the trunk on the back have a dull finish on the bodies. Maybe they were both due for a repaint?

Looking again at the big coupe, note the appearance of the area where the running board runs up to the front fender - very distinctive - again no idea what it is.
